Raphael comes to McKenna by way of sunny New Jersey, where he worked for over a decade on community development and housing-related issues. He specializes in solving acute planning problems often involving multiple groups of stakeholders. He believes that every moment is an opportunity to “make a new plan”. He brings to McKenna a background in planning and zoning administration, affordable housing, community and neighborhood revitalization planning, and historic preservation.

He holds a Master of City and Regional Planning degree from the Edward J. Bloustein School of Planning and Public Policy at Rutgers University.
