The Little Traverse Bay Bands of Odawa Indians (LTBB) own a vacant casino site along heavily traveled U.S. 131 just outside Petoskey, Michigan. Tribal leaders and staff were hesitant to market the property to potential re-users — and evaluate offers — without commercial market analysis and a site redevelopment vision.
Through a competitive process, LTBB selected McKenna Associates to prepare the Former Victories Casino Site Master Redevelopment Plan. After determining the amount of space feasible to plan for each component, McKenna worked with the Tribal Redevelopment Task Force to establish the preferred site master plan. The plan capitalized on the visibility of the site by placing commercial uses along the frontage, and capitalized on the sweeping vista views to the rear of the site by placing senior housing units to the east.
The plan also highlighted implementation “best practices” and recommendations for a public/private partnership to bring about redevelopment of the site. The plan positioned the LTBB to successfully redevelop the property, with LTBB staff planning to use the findings and recommendations in developing marketing materials and organizing future marketing efforts.
