SUCCESS IN MANAGING AND ADMINISTERING CDBG PROGRAMS

Our experience in managing and helping local officials with federal programs extends for more than 30 years. While working with CDBG programs, we have seen the process evolve to its current state with emphasis on planning and execution. The U.S. Department of Housing & Urban Development requires preparation of a Consolidated Plan as the basis for obtaining and using entitlement funds. Our success with CDBG includes research and analysis that provides the basis for an effective plan, complies with regulations, coordinates with relevant community and state agencies, provides for public input into the program planning process, and includes the required documents that meet both the spirit and letter of HUD’s regulations.

CONSOLIDATED PLANS

For Consolidated Plans, McKenna professionals work with local directors to establish a detailed work plan and timetable for project completion of draft documents, public hearings, data collection, and final deliverables. McKenna assigns professionals who have had success with CDBG administration and regulatory compliance, including preparation of many Consolidated Plans, Annual Action Plans, and Environmental Review Records.

PUBLIC PARTICIPATION FOR PROGRAMS

CDBG programs require public input and participation; coordination with the appropriate local, state, and federal organizations; regulatory compliance; and establishment of an action plan, timetables, tasks, agency/organization responsibilities, and descriptions of the criteria that will be used to evaluate the success of the program. The McKenna team has extensive training, skills and experience in facilitating public meetings and workshops.

HUD CDBG Program Administration
McKenna professionals have provided contracted services to entitlement communities as well as non-entitlement communities to urban counties, urban county sub-recipients and state CDBG sub-recipients. Services included project planning, reporting, action plans, completion of environmental assessments and other required program activities.

Grant Administration
McKenna has successfully assisted local nonprofits and municipalities with obtaining grants and outside funding. Among the grants we have helped secure are: Michigan Cool Cities, SAFETEA-LU Grants (Michigan Department of Transportation-Transportation Enhancement Program) Streetscape and Beautification Grants in Detroit, Romulus, Hazel Park, Walled Lake, Flat Rock, Lyon Charter Township (Oakland Co., MI), Plymouth Charter Township (Wayne Co., MI), Hartland Township (Livingston Co., MI), and Highland Park, Inkster, Dearborn Heights and Bay City, Michigan.
